A message dated June 30, 2004, was received July 1 stating the                                      
Governor has signed the following bill and is transmitting the                                      
engrossed and enrolled copies to the Lieutenant Governor's office for                               
permanent filing:                                                                                   
                                                                                                    
      SENATE CS FOR HOUSE BILL NO. 524(RES)                                                         
      "An Act relating to the protection of land and water from waste                               
      disposal; providing for the regulation of waste management;                                   
      making conforming amendments; and providing for an effective
